about this position
we are looking for a consultant to support the execution of various artificial intelligence initiatives led by the institutional capacity of the state division (ics). Ics aims to strengthen institutional capacity to improve public sector management, increase transparency and integrity by applying innovative digital solutions. Ics works to strengthen government institutions and public management systems to deliver better services to citizens by closing the gap between policy design and effective implementation.
ics is responsible for defining strategic actions, developing innovative solutions, implementing sector expertise at the regional level, and effectively leveraging relevant knowledge for policymaking. Ics provides a variety of services, including policy advice, knowledge production and dissemination, technical assistance, and financial support. It engages in sectoral policy dialogues, develops sector strategies, and implements country programs through a combination of investment projects, policy-based loans, and technical cooperation grants. It also develops knowledge products, provides advisory services, supports regional initiatives, and fosters strategic partnerships. Ics is organized into three clusters: (i) public management, (ii) data and digital government, and (iii) transparency and integrity.
activities related to this consultancy will be focused on the data and digital government agenda but will also support other areas of work within ics and across the idb group.
what you’ll do
* support for strategic coordination and ai governance: assist in coordinating ics’s ai agenda, articulate ongoing activities, and organize dialogues with other bank areas.
* support the preparation and monitoring of the idb’s ai framework, ensuring alignment with institutional goals, sector priorities, and international trends.
* contribute to the development of the digital transformation and ai thematic framework document.
* support for knowledge management and evidence generation: design, maintain, and update a knowledge repository on ai projects, including lessons learned, implementation challenges, responsible leaders, and solution characteristics to enable cross-sector access.
* support the execution of research, studies, and knowledge products in ai, and their dissemination for decision-making and public policy design.
* assist in preparing reports, technical documents, and annexes for designing and implementing technical cooperation and loans, and in executing operations as requested.
* support for partnership management and resource mobilization: manage strategic partnerships with multilateral organizations, bilateral agencies, the private sector, universities, foundations, and civil society; identify and mobilize external resources to scale ai initiatives.
* support for technical assistance and operations: provide specialized technical assistance on ai topics to operational areas, facilitate access to consultants and knowledge products, and help organize missions to governments in the region.
* support for training and capacity building: plan and organize ai training programs (in-person, virtual, or hybrid) to strengthen technical capacities of idb teams and government counterparts; coordinate regional training initiatives to develop specialized ai talent.
* support for events and exchange networks: organize the annual ai policy leaders meeting for the region and manage dialogues, agenda setting, speaker selection, partner identification, and logistics; foster collaboration spaces for experts and policymakers.
what you’ll need
* education: master’s degree or equivalent in public policy, social sciences, engineering, law, economics, political science, public administration, computer science, or international relations.
* experience: at least 10 years total, including 3 years in ai topics (ai policy design and governance, ai project management in public or private sectors, algorithm design, llm handling/training, and use of ai tools in the public sector).
* languages: proficiency in spanish and english (written and spoken) required. French and portuguese are a plus.
requirements
* citizenship: must be a citizen of one of the idb’s 48 member countries; relocation/visa assistance may be available for you and eligible dependents.
* consanguinity: no close family members (up to fourth degree of consanguinity or second degree of affinity, including spouse) working at the idb group entities.

full-time, 12 months (up to 36 months).
if international: on-site at headquarters (washington, d.c.).
if national: local remote modality; services expected from a country where the idb group has offices.
