main purpose
this position must provide operational senior management with specific recommendations on all short and long-term hse/psm strategies to reduce incident frequency and severity across all aspects of these critical components in the operating activities. This individual provides technical and compliance expertise to business leadership and personnel at all levels of the organization. Ensure psv plants are complying with federal, state, country, and local hse/psm regulations and are actively aware of existing and anticipated new regulations. This includes interpreting standards, enforcing adherence to regulations, and advising management on needed actions. This individual must drive the implementation of strategic hse/psm initiatives to achieve corporate and business objectives.
manage, coordinate, influence, lead, and develop a team of indirect reports composed of hse managers by sites and other leaders by sites, like engineering, operation, supply chain, etc., in mexico, and provide administrative support while overseeing day‑to‑day and long‑term projects/initiatives, to eliminate injuries and releases. Conduct periodic audits of operations in coordination with local safety managers and business leaders, provide appropriate levels of support, and assist in tracking audits to completion.

this position leads the hse / psm orbia culture development based on risk, number of employees, process complexity, and site history. The hse regional leader position must partner with ops‑v/ orbia corporate, ops‑v business leadership, and plant leaders to drive safe behaviors, good habits, and a strong commitment to a safety culture among all employees/teams. Support ops‑v corporate hse/psm/sustainability initiatives; includes technical committees /teams i.e. Global sustainability committee, psm, corporate safety standards, etc.

main responsibilities:
* lead mexico’s sites in the hse/psm culture in the drive to zero injuries and incidents.
* define the necessary indicator for moving the hse/psm culture to excellence.
* give the training to the site for the right implementation of orbia standards, guidelines, and regulations.
* support the operational leaders in hse/psm aspects.
* lead the coordination of oria/psv standards.
* be a reference in the regulatory aspect in mexico.
* manage and lead federal, state, and local security programs – (i.e. C‑tpat (vinyl products / import/export security standards, vinyl+, aniq).
* influence site leadership to create direction and content of hse & psm programs, training, trend analysis, and best practices rollouts.
* support the ops corporate ehs/psm/sustainability initiative; this includes participation in technical committees and teams (i.e. Global sustainability, psm processmap, corporate safety standards, etc.).
* support the business in the sustainability goal defined.
* create a development plan for the hse/psm team below responsibility.
* create direct communication with the site managers and other operational leaders in mexico (supply chain, engineering, operations).
* create an improvement plan with site in all aspects of hse yearly, ensure the tracking, and implementation.
* oversee the regional safety budget.
* organize regional safety committees and support employee participation.
* examine safety data and trends to create strategic safety plans.

master’s degree in occupational safety or environmental management

over 10 years of plant experience in manufacturing / support of chemical / hazardous materials operations as a team leader with excellent ability to communicate and cooperate with both internal and external personnel.
highly active with overall excellent shes/ process management kpi’s for the business under his/her jurisdiction.
