role summary
we are hiring an exceptional advisor/senior advisor with a strong track record of successful delivery of digital and tech transformation initiatives within government or in a government advisory role. We are looking for an enthusiastic and strong candidate to support our clients in delivering the actions required to reform and evolve government with science and technology at its heart.
tbi’s tech and digital transformation offer for governments comprises giving tailored advice in five main areas (connectivity, digital infrastructure, digital id, digital public services, and data & ai). As advisor/senior advisor, you will collaborate with your country team and the americas region to support a country in the eastern caribbean in driving digital transformation, leveraging expertise in government structures, policies, culture, and skills for successful public sector projects. The post-holder is expected to build strong relationships with key public and private stakeholders, undertake landscape and feasibility assessments, identify opportunities for digital transformation, and propose practical ways and requirements to address them.
under the guidance of the country director, you will advise our client on strategy, policy, and delivery of digital and tech transformation, working closely with the relevant regional director and other in-country teams. The advisor/senior advisor will capitalise on the wide range of expertise and resources across tbi.
the advisor/senior advisor will work with other members of the country team to ensure successful delivery of the teams’ digital transformation workstreams, ensuring tbi’s value proposition is appropriately tailored to the specific needs and opportunities in the local context. The role will require working closely with senior government representatives and will be responsible for establishing and nurturing relevant stakeholder relationships within the private sector and development partners.
this role requires an exceptional candidate with relevant expertise, networks with governments and tech and digital both in and external to the americas region, ideally with a caribbean focus. The person will be based full-time in-country on a 1-year contract, with likelihood of extension.
key responsibilities
working closely with the country director and the country team, the regional director for the caribbean, and a network of tech and digital transformation experts across the institute, the advisor/senior advisor is expected to support the delivery of a coherent and impact-driven digital transformation offer for our client, based on tech-enabled solutions and harnessing digital technologies.
the key responsibilities of this role will include:
* advise the government on updates to their current digital strategy, integrating ai and cloud services.
* support with strategic planning and business models for infrastructure investment in the country.
* support the development of a data classification policy and lay over complementary advisory services related to laws, policy, and regulation.
* design roadmap for application integration and optimization and recommend a communications strategy for the did program.
* support in development of policies and programs to attract and incubate regionally competitive digital talent.
* enable feasible digital and tech solutions for crime and security needs and support partnerships in this area.
* explore a regional approach to digital across the caribbean, tying existing country work together where possible.
* engage with senior client stakeholders to advance tech-enabled solutions for our client.
* lead strategic conversations with government and partners around digital, data, ai transformation, and ai experimentation and adoption.
* where appropriate, support our clients to leverage the expertise of the tech ecosystem, harnessing innovations to support on the delivery of its ambitions.
* build strong relationships with senior public sector stakeholders, maintaining an in-depth understanding of current trends across the technology ecosystem, identifying opportunities for collaboration.
* develop relationships with actors across the broader tech ecosystem, including private sector and development partners, tech innovators and digital industry leaders to deliver quality advice to our client.
person specification
the successful candidate should demonstrate the majority of the following:
* significant experience in the development and operations of robust technology solutions in a public sector environment acquired in one of the big tech giants (microsoft, ibm, oracle etc.).
* significant experience in project management and delivery in the tech sector, ideally in the public sector.
* experience in management consulting, government, or government advisory, related to digital transformation, data governance and emerging technologies.
* substantial experience across at least two of the five tbi digital and tech focal areas (connectivity, digital infrastructure, digital id, digital public services, and data & ai), experience across more focal areas is an asset.
* proven track record in leading large and complex transformative tech projects at national scale.
* familiarity with caribbean policies and regulations, as well as culture change and skills needed to foster and enable technology transformation.
* exceptional attention to detail for written deliverables and the proven ability to deliver quality written outputs under tight deadlines.
