responsibilities

* development, implementation, and administration of policies and programs including, but not limited to, organization and employee development, recruitment and selection, wage and salary management, orientation, training and development, records management, employee relations, safety and health, and benefits administration at multiple company locations, including internationally
* facilitating the employee performance management process, including but not limited to performance reviews, employee development and corrective action
* developing and implementing hr actions that support the strategic business unit and operations strategic plans to enhance the company’s competitiveness
* extensive knowledge of local labor laws and ensuring we are compliant
* strong interpersonal, facilitation, and organization ability to effectively develop solutions to employee concerns
* partnering with operations, safety/loss prevention and outside consultants to support a safe working environment
* supporting annual hr projects including: compensation and benefits processes; work environment survey; designing and conducting leadership, managerial and employee training programs
* identify and develop creative solutions to improve morale, leadership skills, and organizational effectiveness
* participating in recognition, morale building and community involvement activities when appropriate
* experience working with temporary /contract work force in a manufacturing environment

* master’s degree in related field from an accredited graduate program
* experience working with multi-national companies that have a manufacturing emphasis

* certification in human resources (phr or sphr)

job summary:

the human resources manager will be responsible for all hr functions of the rosarito, b.c. (mexico) maquiladora plant start-up and will be a key member of the leadership team responsible for supporting and establishing operations. The hr manager will have the opportunity to create platforms, work on staff-development, and partner with the director of operations on developing and executing strategic vision.

job responsibilities including ongoing support for:

* payroll, benefits, staffing and recruitment; salary planning and administration; performance management; rewards management; job evaluation; policy interpretation; employee relations; training and development; and individual, career and organization development; risk management; strategic planning. essential duties and responsibilities

* benefits and payroll implementation and administration, completing necessary paperwork and answering employee questions.
* develop, implement and administer total rewards compensation programs. Help identify and develop innovative incentive/reward systems that address business needs. Develop salary structures and/or conduct special compensation studies based on local market values. Present salary programs to supervisors and managers. Monitor salary expenses to budget. Discuss appropriate salary treatment and flexible approaches with line management. Evaluate exempt and non-exempt level jobs and advise managers on issues regarding job evaluation. Assist managers in developing job descriptions.
* facilitate resolution of employee relation issues. Identify and partner with internal and/or external resources to assist in addressing issues. Counsel managers or employees consistent with policies/practices, legal considerations, etc.
* consult with managers and employees on training and development needs. Identify group and individual development needs. Deliver training and facilitate group processes. Develop strategies (including job rotation or expansion, coaching, internal or external seminars, etc.) to address needs. Work with managers and employees to implement the strategies. Facilitate development of competency models and employee and career development systems.
* develop, and provide ongoing support of performance management systems.

the candidate

* seven to ten years of increasingly responsible human resources experience including at least 4+ years as a human resource manager, hrbp, hr leader or similar.
* plant start-up experience is a plus.
* industrial or manufacturing experience in a small to low-mid size plant is highly preferred.
* strong understanding and experience with mexico employment laws required.
* develop and implement strategy. Must possess the ability to drive hr initiatives and implement programs.
* familiar with tijuana / rosarito is preferred.
* experience with mexico (i.e. Tress) payroll-based computer programs a plus.
* ba/bs degree or equivalent required. Hr or advanced degree in business preferred.
* personal value set to include integrity, collaborative, a strong work ethic, and support of the vision for, and the mission of, the company.
* superior problem solving and analytical skills.
