position summary
the senior human resources manager serves as a strategic hr business partner responsible for building organizational capability, strengthening the talent pipeline, and driving a high performance culture in alignment with business objectives for the large mexicali, b.c. site with over 1200 employees (and growing). This role leads key people initiatives across talent strategy, leader development, workforce planning, employee experience, hr governance, and change leadership. The position requires a forward looking hr leader who can anticipate organizational needs, influence senior stakeholders, and elevate the hr function through data driven insights, strategic partnership, and continuous improvement. This senior hr manager reports to the corporate regional hr director based in the usa. This role is ideal for a highly skilled hr leader ready to operate at a strategic level with long-term growth opportunities into broader site or multi-site hr leadership.
in this role, your responsibilities will be:
strategic hr leadership
* serve as a trusted advisor to site leadership, aligning people strategies with operational and business goals.
* lead the evolution of hr from tactical support to strategic partnership, leveraging global hr models and best practices.
* influence decision-making by providing insights on organizational health, capability gaps, workforce risks, and people impacts.
talent & workforce strategy
* develop and execute talent strategies that strengthen leadership capability, succession depth, and future workforce readiness.
* lead workforce planning, skills forecasting, and capability development aligned with business growth.
* improve talent acquisition quality, onboarding, and retention through data-driven insights and streamlined processes.
culture, engagement & employee experience
* drive culture and engagement initiatives that reinforce a high performance, inclusive, and accountable work environment.
* use engagement data and feedback mechanisms to identify priorities and execute targeted action plans.
hr governance, compliance & operational excellence
* ensure consistent application of hr policies, strong governance, and compliance with mexican labor regulations.
* partner with hr shared services and centers of expertise to streamline and standardize hr processes.
* leverage hr systems, analytics, and technology to improve service delivery and decision-making.
organizational development & change leadership
* support organization design, capability building, and structure optimization.
* lead change management efforts for new processes, technologies, or organizational shifts.
* coach leaders to enhance effectiveness, communication, and people leadership behaviors.
leadership & team development
* provide guidance, coaching, and development to hr team members to elevate functional capability.
* foster a culture of collaboration, continuous improvement, and customer-focused hr service.

for this role, you will need:
* bachelor’s degree in human resources, business, organizational development, or related field.
* 5+ years of progressive human resources leadership experience (i.e., human resources manager, human resources director or similar) in manufacturing environments, preferably large sites.
* demonstrated experience in strategic hr partnership, talent planning, leadership development, and culture initiatives.
* solid hr generalist background.
* strong knowledge of mexican labor law (lft) and regulatory requirements.
* proven success leading organizational change and influencing senior leaders.
* fluency in spanish with strong professional english written and verbal communication skills.
preferred qualifications that set you apart:
* experience in global or matrixed organizations utilizing shared services/coe hr models.
* experience modernizing hr processes, including leveraging hr analytics and hr technology.
* prior involvement in organizational transformation (change management) or site scale-up initiatives.
