about the rolewe are seeking a highly experienced it programme / pmo lead to act as the single accountable owner for programme delivery on behalf of the mexico hub programme leader.in this role, you will provide end-to-end ownership of programme execution, ensuring outcomes are delivered on time, within budget, and to agreed quality standards.you will establish and maintain strong governance, manage risks and dependencies, and coordinate execution across multiple corporate functions.this is a highly visible role requiring strong leadership, stakeholder management, and delivery discipline in a fast-paced, evolving environment.## responsibilities* serve as the single accountable owner for programme delivery, representing the mexico hub programme leader.* define, implement, and maintain the programme governance structure, including update cadences, risk reviews, and steering committee sessions.* manage stakeholder expectations across relx functions including hr, talent acquisition, facilities, legal, it, and security.* oversee local execution of recruitment, onboarding, facilities setup, and it provisioning.* proactively manage dependencies between hr, it, facilities, and security workstreams.* maintain the master risk and issue log, escalating critical blockers as required.* lead mitigation planning and resolution efforts in collaboration with hr, it, and facilities teams.* partner with technical excellence & community enablement on change and communication strategies aligned with elsevier technology's culture and engagement principles.* track progress and produce consolidated monthly status reports for the steering committee against defined success criteria, including headcount, retention, utilization, it slas, hybrid work model compliance, utilization metrics, and nps.*requirements* 10+ years of experience in it pmo or programme management roles.* bachelor's degree in computer science, engineering, information systems, or a related field.* strong expertise in agile methodologies, negotiation, and process improvement.* proven ability to manage multiple complex initiatives in fast-paced environments.* proficiency with project and programme management tools such as jira, confluence, ms project, or equivalent.* solid understanding of software development lifecycles, ci/cd concepts, and cloud fundamentals.* technical background with awareness of software architecture, data platforms, apis, and integration points.* experience with resource planning, dependency management, and risk management across large programmes.* excellent communication, presentation, and stakeholder management skills.* highly adaptable, detail-oriented, and results-driven mindset.* ability to operate confidently with senior leaders and steering
