summary:under direct supervision, performs a variety of construction, maintenance and repair work on water and wastewater distribution, collection, treatment and disposal systems and facilities.assists and performs work in the installation, maintenance and repair of water and sewer pipelines, services, and appurtenances, fire hydrants, and other district facilities. Performs other related work as required.class characteristics:utility worker 1, is the entry level class in this utility worker series. Under direct supervision, incumbents perform all tasks related to the maintenance and repair work on water and wastewater distribution, collection, treatment and disposal systems and associated equipment and facilities. As experience is gained, assignments become more varied, and the work is performed more independently. This class is alternately staffed with utility worker 2 and incumbents may advance after gaining experience, obtaining the required level of certification, meeting the qualifications of and consistently performing the work of the higher-level class.utility worker 2, is the journey level class in this utility worker series. Under minimal supervision, incumbents perform all tasks related to the maintenance and repair work on water and wastewater distribution, collection, treatment and disposal systems and associated equipment and facilities. This class may be alternately staffed with utility worker 3, and incumbents may advance after gaining experience, obtaining the required level of certification, meeting the qualifications of and consistently performing work of the higher-level class. Incumbents in this classification may assist with the training and oversight of less experienced staff or temporary crews.utility worker 3, is the advanced journey level in this class series. Incumbents are fully competent to independently perform all tasks related to the maintenance and repair work on water and wastewater distribution, collection, treatment and disposal systems and associated equipment and facilities. Incumbents in this classification may assist with the training and oversight of less experienced staff or temporary crews.essential functions –essential responsibilities and duties may include, but are not limited to, the following:

• performs installation, maintenance, repair, monitoring, inspecting, cleaning, and flushing of water and wastewater pipelines, conveyance and other system facilities

such as booster pump and lift stations.• operates various tools and equipment such as pneumatic tools, compressors,

jackhammers, tampers, and similar equipment required to perform assigned tasks.• repairs main and service line leaks and breaks; replaces lines as needed. Chlorinates and

disinfects main lines as needed.• repairs water system infrastructure such as gate valves, meter connections, angle stops,

service pipes and corporation stops.• taps main lines for new or replacement service.• performs a variety of maintenance and repair tasks on water and wastewater facility

system implements such as fire hydrants, air relief valves, blow-offs, pressure control stations, sample stations, ditches, pipelines, flumes, siphons, weirs, manholes, sumps, pumps, etc. and general district facilities and equipment.

• cleans, repairs, installs and/or replaces water meters and parts.• read and test gauges and meters for accuracy at various flows.• responds to customer requests for service, complaints regarding water quality, low and

high pressure, and water consumption resulting in a high bill and distributes customer notices.

• cleans dead-end lines by discharging water until no apparent odor, taste or color exists, fully complying with all required permit conditions.

• reads meters, shuts services off, seals services, and/or removes meters as directed.• reports and corrects illegal use of water.• collects water quality samples for laboratory testing.• responds to emergency call out situations and performs standby duty for emergency

• performs stand-by duty as scheduled.• assists contractors and representatives of other utilities with location of district facilities.• cleans, removes weeds, and trims trees and bushes as needed.• observes pumping equipment to identify possible problems and operating difficulties.• complies with all district policies, procedures, rules and regulations including all safety

standards.• participates in training programs.• regular attendance and punctuality, and adherence to prescribed work schedule.• establish and maintain cooperative working relationships with co-workers, outside

agencies, contractors, and the public.• performs related duties as assigned.

• perform basic math in order to calculate chemical dosing, calculate flow, volume and pressure.

• perform a variety of semi-skilled tasks in general construction, repair, and maintenance activities.

• operate equipment used in the performance of the more complex tasks involved in the installation, maintenance and repair of water and wastewater pipelines and facilities.

• troubleshoot leak locations and adjust, repair or remedy such defects of malfunctions.• perform strenuous manual labor, often under adverse weather conditions.• establish and maintain effective working relationships with those contacted in the

course of work.• read road maps, system diagrams, instructions, work orders, safety and operation

manuals, letters, reports, memos and messages.• read and transcribe numbers accurately.• write memos and messages; fill out forms, reports, and documents.• understand and carry out written and oral instructions.• communicate all hand signals related to construction operations.• maintain clean and orderly work environment.

• outside: drives a vehicle and performs assigned duties in a variety of weather conditions ranging from snow to 100+f.

• inside: seldom works indoors in a temperature-controlled environment.• fumes/gasses: exposure to various vapors from internal combustion engines; exposure to

dust generated during construction operations; exposure to fumes from weed control chemicals and waste treatment and collection.

• noise/vibration: moderate exposure to noise, and moderate vibration from tools and equipment.

other requirements:education/certification/license/experience:utility worker 1 (c/m, distribution, raw water, collections)

• high school diploma or general education degree (ged).• must possess a valid class c license, have a satisfactory driving record, and be insurable

by the district to operate district vehicles.• obtain a class a or b license (depending on division) with tank endorsement within a

specified period of time.• must possess or obtain within 18 months of the date of employment, a california

water distribution operator or collections system maintenance, grade 1 certification depending on division assignment.

• one year experience in underground and above ground construction, working on installation, testing, maintenance and repair of pipelines and facilities.

utility worker 2 (c/m, distribution, raw water, collections)in addition to the qualifications above for utility worker 1, the utility worker 2 has:

• current california water distribution operator or collections system maintenance grade 2 certification.

• two years or more experience performing a variety of construction, maintenance, and repair work on raw or treated water and wastewater distribution, collection, treatment and disposal systems and facilities, including at least one full year equivalent to a utility worker, grade 1.

utility worker 3 (c/m, distribution, collections)in addition to the qualifications above for utility worker 1 and 2, the utility worker 3 has:

• supervisor recommendation and validation of required certification, experience, and competency.

• current california water distribution operator or collections system maintenance grade 3 certification.

• two years or more experience performing a variety of construction, maintenance, and repair work on raw or treated water and wastewater distribution, collection, treatment and disposal systems and facilities, equivalent to a utility worker, grade 2.

• grade 3 certification can be substituted with a class a license, and an additional two years’ experience performing a variety of construction, maintenance, and repair work on water and wastewater distribution, collection, treatment and disposal systems and

facilities, for a total of at least five years’ experience equivalent as utility worker at tud.utility worker 3 (raw water)in addition to the qualifications above for utility worker 1 and 2, the utility worker 3 has:

• supervisor recommendation and validation of required certification, experience, and competency.

• completion of the tud historic properties management plan (hpmp) and ceqa initial

study and mitigated negative declaration ditch maintenance activities (ismnd) training program, including passing exam.

• two years’ experience performing a variety of construction, maintenance, and repair work on raw or treated water and wastewater distribution, collection, treatment and disposal systems and facilities, equivalent to a utility worker, grade 2.

• water distribution grade 3 certification can be substituted with an additional two years’experience performing a variety of construction, maintenance, and repair work on raw or treated water and wastewater distribution, collection, treatment and disposal systems and facilities, for a total of at least five years’ experience equivalent as utility worker at tud.

work hours:7:00 a.m. to 3:30 p.m.; five consecutive workdays, or alternate work schedule as determined by the district. May be subject to working saturday and/or sunday with consecutive days off. Must be willing to work overtime and/or alternate schedule when required to meet the needs of the district. Must be willing to participate in the on-call standby rotation on a regular basis*;therefore, must live within an 18-mile radius of the district’s main facility unless otherwise approved by the district.should being on-call disrupt the employee’s ability to perform daily operations of the division, the operations director may exempt the employee from being on-call standby.
