Job description
the customs foreign trade manager is responsible for the proper and timely administration of foreign trade programs for continental automotive guadalajara legal entity including productive plants and r&d centers, reports directly to head of customs latam.
communicate sensitive issues to people of all levels and departments, persuading / influencing others.
ensure compliance in foreign trade programs granting support and advice to guadalajara plant teams and ensure continental to operates compliantly under the customs laws and regulations.
manage staff and trade service providers and also collaborate and share information with the central customs foreign trade team regarding import and export controls for all guadalajara locations in mexico as well as productivity and continuous improvement projects. Advise on foreign trade and the entire logistics chain and act as legal representative before mexican government dependencies such as ministry of economy and sat.
ensure governance, data driven for making decision process and ensure the proper flow of information between trade service providers, customs brokers and other internal and external customers.
lead and advise on supply chain security programs to ensure compliance (aeo and ctpat) for guadalajara plants and coordinate the submission of necessary notifications.
coach and lead central customs foreign trade team in guadalajara location and actively participate in other central customs activities for training purposes.
identify and execute potential projects that benefit continental that can also be applied for other continental legal entities. When needed, lead to establish documented controls regarding foreign trade processes.
main activities:
* ensure timely compliance on foreign trade notifications regarding programs and certifications, including renewals.
* annually plan and project the 5-year expenses and investments budget of various traffic and corporate logistics cost center. Control and manage the planned budget.
* ensure external provider invoices are maid accurately and timely.
* coordinate and monitor information needed with other departments for foreign trade compliance.
* participate as active member in different business discussions to ensure compliance.
* act as project manager for different foreign trade projects ensuring execution and completion on a timely manner.
* actively coordinate the team to follow up and assign projects as needed.
* support guadalajara plants for hts classification processes and na scm requests.
* elaboration and execution of kpi's for customs service providers and logistics service providers.
* coordination to answer any possible audit process from customs or fiscal authorities on time.
* ensure application of mexican foreign trade benefits and pursue duty recovery opportunities.
* drive team to ensure decisions based on data driven.
* coach the team to establish foreign trade documented processes.
* perform regular assessment to continental guadalajara regarding annex 24 and annex 31 compliance.
* coordinate regular audit processes to guadalajara plants regarding compliance.
* participate and contribute in workshops and events related to the function involving other interested parties.
* ensure governance data is available in regular basis.
* actively encourage root cause analysis method to the cft team in guadalajara.
* elaboration of guadalajara scope of work information when tenders are needed including all guadalajara sites.
* sign manifestations of value and spreadsheets at import and export customs. Legal representative for all customs activities.
* generate and update the cft standards, manuals, procedures as well as support regional and global guidelines.
* ensure that broker pedimento filings are completed accurately and timely.

qualifications
* bachelor ́s degree in customs and foreign trade / international business or related field.
* minimum 10 years of professional experience in customs and foreign trade.
* immex and prosec experience / annex 24 software / annex 31.
* understanding of seciit.
* brokers tenders experience.
* hts classification strong basis.
* free trade agreements solid experience application and interpretation.
* incoterms.
* expert in foreign trade certifications / supply chain programs (aeo - ctpat).
* solid experience in vat certification maintenance.
* fixed assets control experience.
* strong experience in mexican foreign trade and fiscal regulations.
* solid experience in automotive industry.
* audit processesexperience.
* project management experience.
* relationship with government dependencies.
* relationship with software providers.

* advanced english c2 level .
