HR and Administrative Manager Bilingual

Key Job Responsibilities:
- Building the HR system from 0 to 1:
(1) Develop human resources policies, processes, and systems (including recruitment, compensation & benefits, performance management, employee relations, training & development, etc.) that comply with Mexican labor laws, align with company culture, and meet client audit requirements, in line with company development.
(2) Design job level systems, compensation structures (e.g., cost analysis, salary surveys), and incentive schemes suitable for both Chinese and local employees.
(3) Establish fundamental HR management systems for attendance, leave, employee handbooks, etc.
- Support company operations by coordinating and preparing all necessary documentation for client audit reviews and certifications.
- Cross-Border Recruitment & Talent Pipeline Development:
(1) Core Task: Responsible for recruiting and screening key position talents according to company development needs.
(2) Develop and manage recruitment channels to build a sustainable talent supply chain.
(3) Plan localized recruitment strategies to lay the foundation for future company talent acquisition needs.
- Cross-Cultural Integration & Employee Relations:
(1) Foster a cohesive team culture integrating Chinese and local employees; design and implement cultural sensitivity training to promote communication and collaboration.
(2) Manage relationships between expatriate and future local employees, acting as a trusted bridge between staff and management.
(3) Ensure HR practices respect and incorporate both Chinese and Mexican cultural differences.
- Compliance & Risk Control:
(1) Collaborate with local Mexican legal advisors and consultancies to ensure all HR practices fully comply with Mexican federal and Nuevo León state labor laws and regulations.
(2) Manage visa, contract, insurance, and tax matters for expatriate employees to mitigate legal risks.
- Team & System Building:
(1) Eventually be responsible for recruiting, building, training, and managing a local HR team in Mexico.
(2) Evaluate and implement necessary Human Resources Management Systems (HRMS) based on company growth needs.
- Maintain close contact with the headquarters HR management department and team to ensure consistency in human resources management practices.
Qualifications & Requirements
- Experience & Background:
(1) Bachelor's degree or higher in Human Resources Management, Business Administration, or a related field.
(2) 6+ years of experience covering all HR functional modules, with at least 2+ years in a manufacturing HR management role in Mexico.
(3) Prior successful experience building an HR system from the ground up (0 to 1) is highly preferred.
(4) Experience in multinational project collaboration or managing expatriate employees is advantageous.
(5) Experience working for a Chinese company in Mexico is a significant plus.
(6) Holding a Mexican work visa or a US visa is preferred (If applicable).
- Hard Skills:
(1) Strong willingness to learn and master the Mexican labor law framework (company will provide legal support).
(2) Excellent recruitment skills, particularly adept at hiring for manufacturing roles such as technicians and engineers.
(3) Strong compensation system design and data analysis capabilities.
- Language Skills:
(1) Fluency in English and Spanish (must be usable as working languages).
(2) Basic spoken Mandarin Chinese listening and speaking skills will be given priority.
Compensation and Benefits:
- Salary: 50,000 – 65,000 MX PESOS
