job description

we currently have an opening for a multi-site human resources manager, mexico supporting our manufacturing facilities in mexicali and tecate, mexico (vanguard electronics and coast magnetics). This position is critical to the success of our mexico operations and is responsible for leading and supporting all human resources, payroll, compliance, and employee relations functions across both locations. The role requires the individual to be based within close proximity to one of the assigned sites and to travel between facilities and to the united states as business needs require.

this position reports directly to the corporate director of it infrastructure & hr operations and works in close collaboration with the corporate human resources team to ensure alignment with company policies, compliance standards, and strategic initiatives. This position also will have dotted line reporting into the site managers at both mexicali and tecate plants, supporting day-to-day hr responsibilities at each site.

this role requires fluent proficiency in both spanish and english in order to effectively manage tasks at both the corporate and site levels.

the ideal candidate is a highly organized, hands‑on hr business partner with a strong background in mexican labor law compliance, multi‑site workforce management, and manufacturing operations. This individual should be technically proficient in hr systems and regulatory platforms, possess strong leadership and communication skills, and demonstrate the ability to operate effectively in a fast‑paced, multi‑cultural environment.

details of the role: the position of multi-site human resources manager, mexico is responsible for the planning, development, implementation, and management of all human resources programs and practices across the mexicali and tecate facilities. During the course of a standard workday, this role is expected to collaborate closely with site leadership, manage components of payroll and all regulatory compliance requirements, support recruitment and onboarding activities, lead employee relations matters, maintain workforce documentation, and drive hr initiatives aligned with operational and organizational goals.

this role serves as a key liaison between site management, corporate hr, government agencies, and employees, ensuring that hr operations are compliant, efficient, and supportive of business performance and employee engagement. The position also supports cross‑border coordination with u.s.-based leadership and corporate functions as needed.


duties and responsibilities

* serve as the primary hr point of contact for the mexicali and tecate facilities, overseeing all human resources functions.
* manage hr operations to ensure consistency, legal compliance, and alignment with corporate and local policies.
* lead employee relations, including investigations, disciplinary actions, and conflict resolution.
* develop, implement, and maintain hr policies and procedures in compliance with mexican labor laws and regulatory agencies (lft, imss, infonavit, fonacot, sat, nom) as directed by corporate hr management and local employer mandates.
* assist the finance team with payroll administration, including pre‑payroll validation, time tracking, processing, reporting, and accounting entries.
* partner with site leadership and corporate hr to align hr strategies with business objectives.
* manage recruitment, onboarding, and retention programs for operational and administrative staff.
* administer imss processes, including registrations, risk premiums, salary updates, disability management, and accident reporting.
* oversee ptu, savings fund, seniority bonus, and year‑end bonus calculations and distribution.
* ensure compliance with nom‑035 and lead employee wellbeing initiatives.
* monitor attendance, timekeeping, and incident reporting for payroll accuracy.
* maintain accurate personnel records and employment documentation.
* manage infonavit and fonacot programs and deductions.
* lead employee engagement, recognition, and internal events.
* prepare and present hr, payroll, and compliance reports to management. (current tools: contpaq‑i for payroll, tempo‑control for time & attendance tool)
* support organizational change, performance management, and continuous improvement initiatives.
* coordinate with u.s.-based leadership and travel as required to support corporate initiatives.


qualifying attributes and skills

* bachelor’s degree in human resources, business administration, industrial relations, or related field, or equivalent professional experience.
* minimum of 5–7 years of progressive experience in human resources, preferably in multi‑site manufacturing or industrial environments.
* fluency in spanish and english, both oral and written is required.
* ability to manage hr operations across multiple locations while ensuring regulatory compliance and operational efficiency.
* experience leading employee relations, labor compliance, and workforce administration initiatives; manufacturing experience preferred.
* experience creating, implementing, and maintaining hr policies, procedures, and compliance programs.
* exceptional expertise and working knowledge of mexican labor regulations, including lft, imss, infonavit, fonacot, sat, and nom standards.
* proficiency in payroll systems, hris platforms, and government reporting tools such as sua, idse, and nomipaq.
* strong problem‑solving, organizational, and time management skills with a results‑oriented and collaborative work ethic.
* detail‑oriented with excellent planning, analytical, and execution capabilities.
* excellent verbal and written communication skills with the ability to interact professionally at all organizational levels.
* experience working in a fast‑paced, rapidly growing manufacturing or industrial environment preferred.
* willingness to adapt to changing priorities, evolving business needs, and regulatory updates.
* strategic and hands‑on leadership approach, with the ability and willingness to engage directly in operational tasks.
* proven ability to successfully drive hr strategy, compliance initiatives, and organizational change.
* ability to travel up to 25%–30%, including occasional travel to the united states as required.
* experience working in multi‑country and multi‑cultural environments preferred.
* private equity or investor‑backed company experience preferred but not required.
