job description
the procurement sr manager plans, defines, negotiates, and implements sourcing strategies for a set of categories of spend such as maintenance and development and construction for mexico and the latam region to fulfill business needs within atc processes, procedures, and policies. The incumbent manages product activities involved in forecasting, planning, sourcing, procurement and enhances existing supplier relationships, continuously focusing on operational efficiencies.
essential duties
* part of the leadership team that delivers and improves business performance providing holistic views of solutions.
* lead and supervise all sourcing activities as required by the regional/global chain program.
* manage multiple simultaneous projects and vendors.
* manages purchases process following standards set by the company and local legislation.
* define and implement sourcing strategies that deliver value, considering market trends, cost drivers, macro‑economic conditions, new technologies and regulations.
* continuously monitor and develop vendors to ensure the highest level of quality.
* develop and maintain relationships with suppliers that bring short, mid, and long‑term value.
* develop and implement process, procedures and policies that drive efficiencies and agility.
* track market evolution and adapt sourcing strategies to the company's needs.
* develop new solutions and alternatives with internal areas, especially sales and operations.
* monitor and stimulate economic gains through indicators (savings).
* assure conformity with compliance requirements set by internal and external audit and regulators.

supervisory responsibilities
* supervise and manage the performance of the procurement team.
* partner with human resources team and senior management to recruit, develop and retain staff.
* provide disciplined performance management for the team, defining and communicating annual goals, performing formal and informal performance reviews, and ensuring changes and updates are communicated in a timely and professional manner.
* proactively identify and resolve personnel issues in conjunction with human resources.
qualifications
* advanced or fluent english, with basic portuguese (nice to have, not a must).
* advanced knowledge in ms excel.
* knowledge of other features of ms office, outlook and windows.
* working knowledge in telecommunication industry, preferably in services and materials necessary for the construction of infrastructure sites.
* able to multitask and work with a diverse team.
* strong negotiation skills; able to deal with pressure from customers and negotiate deadlines.
* strong leadership skills; ability to drive and motivate others to achieve results.
* ability to work collaboratively at regional level.
* ability to succeed in a fast‑paced and unsupervised environment.

education and experience
* bachelor's degree in business administration or engineering.
* desirable mba in related areas.
* 10+ years' experience in procurement for multinational companies.
* significant experience in construction/procurement.
* 5+ year customer service experience.
* more than seven years of management experience, preferably in telecom, construction or civil engineering segment.
* thorough knowledge of the industry and organization to effectuate change.
* large experience in people management.
