reports to: operations director division: wastewater treatmentpay range: 52 flsa status: exemptincumbent: date prepared: october 2018summary:under general direction of the operations director this single position class, administrativelyoversees, directs, plans, schedules, and supervises the operation and maintenance of thewastewater treatment plants and reclamations system; plans, directs, schedules, and supervisesthe maintenance, repair, and construction of the wastewater treatment plants, reclamationssystem and related facilities; oversees preventive maintenance program to ensure efficientoperation of the wastewater treatment plants and reclamations system; ensures all regulatory andreporting compliance. Preparation of the wastewater and reclamations budget. Performs regularassessment of the wastewater treatment plants and reclamations systems in order to makeappropriate recommendations to the operations director for the development of wastewatertreatment plants, reclamations system capital improvement plans and budget. And performs otherrelated work as required.successful performance will require providing an assortment of services to the district byconducting studies, overseeing consultants, developing recommendations for policies, procedures,and action, inclusive of overseeing projects, programs, and agreements, acting as liaison for thedistrict with a variety of private and public organizations and regulatory agencies. Performs otherrelated work as required.essential functions: - essential responsibilities and duties may include, but are not limited to, thefollowing:• supervise, plan, organize, manage, review, and evaluate the treatment, regulation, and
maintenance of all wastewater treatment, collection, pumping and distribution facilities tomeet federal, state, and local government requirements and customer needs.
• compile accumulated data and prepare annual and special reports as required by regulatory
• assist in developing and directing the implementation of goals, objectives, and procedures forthe department.
• assist in the establishment and implementation of operating policies and procedures.• assist in developing and administering the annual department budget.• communicates with the operations manager regarding priorities and conflicts pertaining to
technical and material requirements regarding activities on district facilities, equipment, andmachinery.

• ensures compliance with district and governmental safety policies, procedures, andregulations.
• evaluate the performance of subordinate personnel and prepare documentation; recommenddiscipline; develop an improvement plan for deficiencies.
• resolves employee grievances and work disputes prior to formal grievance procedure.qualification requirements:to perform this job successfully, an individual must be able to perform each essential duty satisfactorily. board (state of california).• possess a valid california class c driver’s license, have a satisfactory driving record, and be
insurable by the district to operate district vehicles.special testing:fit testing: pass fit test requirements of respiratory protection program.experience:minimum of eight years of progressively responsible experience in wastewater treatment, including

two years supervisory/management experience.
