general description
the finance director is appointed by the board of directors of tuolumne utilities district to serve as treasurer pursuant to the california water code section 30540 (b) 1. The finance director reports to the general manager and is responsible for maintaining a comprehensive system of auditing and accounting, ensuring the financial condition of the district is always clear. The role involves planning, organizing, directing, and reviewing activities within the finance department, including accounting, fiscal and budgetary planning, cash flow management, customer service, investments, revenue management, grants, long-term capital planning, purchasing, payroll, receivables and payables, and utility billing. The finance director also advises management and the board on financial issues, coordinates with other departments and outside agencies, analyzes rate structures, and manages financing plans. This position provides complex fiscal support to the general manager.
supervision
as department head, the finance director oversees the accounting and customer service departments.
essential functions
* develop and implement department goals, policies, and procedures.
* manage all finance department services, including accounting, budgeting, customer service, and investments.
* oversee the development and administration of the annual budget; analyze forecasted funds; approve expenditures.
* develop and manage the district’s investment program to maximize income.
* assist the general manager and board; prepare reports and correspondence.
* coordinate the preparation of the district’s financial reports and long-term financial planning.
* ensure compliance with gasb, laws, regulations, and district policies.
* participate in rate development and proposal preparations for financial services.
* manage external audits and financial statements.
* plan, direct, and evaluate the finance department’s work and personnel.
* coordinate activities with other departments and outside agencies.
* perform revenue projections and build positive relationships with stakeholders.
qualifications
knowledge of: financial management, accounting principles, budgeting, investments, software, laws, and regulations.
ability to: lead the finance department, supervise staff, develop budgets, analyze problems, communicate effectively, and establish effective relationships.
responsibilities
ensure safety, proper training, and adherence to osha regulations among staff.
physical demands & work environment

education & experience
bachelor’s degree in accounting, finance, or related field; cpa preferred. Valid california driver’s license required. Minimum of eight years in financial management, including three in a supervisory role; experience with grants is a plus.
