what we can achieve together
the policy lead for the latin america, policy, finance and markets division of the nature conservancy leads a number of community of practice groups, produces a quarterly policy brief, conducts policy research, analyzes secondary data, reviews and writes policy analysis and briefs in support of public sector engagement and proposals for donor agencies. The policy lead reports to the lar director of policy, finance and markets. May be located in any of the priority countries in latin america (argentina, belize, brazil, chile, colombia, ecuador, guatemala, peru, and mexico).
we're looking for you
the policy lead is responsible for policy research and strategic communications in support of the regional policy team. S/he has a background in policy research, social science, and economics with demonstrated expertise in conservation and environment. S/he understands and applies principles of engaging public sector entities, donors, and multilaterals. S/he will be responsible for cultivating public sector interest in tnc’s work and developing analysis, writing policy briefs, and supporting proposals to fund policy that fosters the shared conservation priorities in latin america and in the iconic places. She will provide strategic and targeted research support for the policy director and for campaigns and sectoral initiatives with the country offices, regional teams, as well as the latin american conservation council. S/he involves appropriate partners in the field and in the us, as well as staff in tnc’s global, latin america regional, and in-country offices, keeping them apprised of interactions, issues, and concerns, and directs questions as appropriate. S/he is capable of representing the policy pathways and summarizing the programs and outcomes of the shared conservation agenda for a diverse audience.
responsibilities & scope
core responsibilities
1. research & analysis: conduct in-depth policy research, authoring narratives, analytical documents, policy briefs, and strategic communications.
2. policy integration: integrate policy considerations into proposals and donor engagement strategies.
3. project management: lead and execute assigned policy projects, coordinating with colleagues and establishing timelines.
4. data analysis: manage and analyze complex or sensitive data relevant to policy initiatives.
5. collaboration: work closely with team members across the latin america region (lar) and other tnc business units to ensure policy mainstreaming and alignment.
6. stakeholder engagement: persuasively communicate tnc’s mission and policy agenda to diverse audiences, including donors, policymakers, and private sector entities.
7. compliance: collaborate with tnc’s legal and grants teams to ensure adherence to internal policies, donor requirements, and external regulations.
strategic leadership
1. united nations conventions participation and support: assist in developing advocacy positions, facilitating coalitions, writing talking points and coordinating tnc’s participation in multilateral fora, including the biodiversity and climate cops. May attend and present at these fora and side events.
2. community of practice (cop) leadership: facilitate a regional cop for policy leads to foster knowledge sharing and collaboration and a cop for general audiences about different policy issues.
3. policy bulletin: curate and publish a quarterly policy bulletin to inform stakeholders across the region.
4. regional policy coordination: lead efforts to articulate and align policy work across the lar and maintain the policy perspectives summary which is updated twice a year.
5. pan-amazon strategy: lead the ongoing development and implementation of the policy working group for the pan-amazon sociobioeconomy strategy.
6. global & country policy alignment: ensure effective communication and coordination of policy updates on biodiversity and climate between global, regional, and country teams.
7. multilateral representation: may represent tnc at relevant multilateral fora, meetings, and workshops on environmental policy.
8. stakeholder coordination: coordinate with regional stakeholders, especially in preparation for participation in multilateral fora like the biodiversity and climate cops.
9. iconic place and strategy support: assist in developing and integrating policy elements into iconic place and strategic plans.
10. policy hub analysis: regularly assess and report on the integration of policy considerations across lar in the tnc conservation hub.
11. grant and contract support: provide policy analysis for key grant applications and contracts.
12. travel up to 25% of the time as needed, observing all safety and health protocols.
13. work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
what you'll bring
minimum qualifications
• bachelor’s degree in political science, environmental policy, management or other relevant field and 5 years of government relations or corporate sector experience, or equivalent combination education/experience.
• experience writing policy communications for a diverse audience.
• experience in developing theories of change for policy actions and advocacy.
• experience in managing and tracking projects and advocacy activities.
• experience working with cross-functional and matrixed teams.
• experience, coursework, or other training in environmental economics, public policy, and data analysis as it relates to sustainable development and/or conservation outcomes.
• experience writing and communicating complex findings with ease to a variety of different audiences.
• experience working with ngo or government teams in support of the united nations convention on biodiversity, climate change or other relevant united nations conventions and mechanisms.
• experience interacting with public institutions as an employee of a public institution (especially world bank, global environmental facility, interamerican development bank, or one of the implementing or accredited agencies of these institutions), through relationship management of public institutions, or as a manager of a project funded by a public agency.
• experience with quantitative data and analysis.
• fluency in spanish and english, portuguese a plus.
