The manager, human resources, is responsible for leading and administering all aspects of the human resources function. This includes policy development, recruitment, compensation, employee relations, training, compliance, and operational support. The role ensures hr initiatives align with company goals, fosters a positive work environment, and supports continuous improvement and regulatory compliance.

responsibilities
recommend, develop, and administer hr policies, procedures, and programs for employment, recruitment, wage and salary administration, employee counseling, training, and development.
Oversee day‑to‑day hr operations, ensuring compliance with company policies, internal work regulations, and applicable labor laws.
Manage the recruitment process: interview candidates, coach hiring managers, verify references, prepare offer letters, and conduct new hire orientation.
Administer performance review processes to ensure effectiveness and compliance with company guidelines.
Oversee and administer employee transfers, promotions, discipline, and terminations, ensuring compliance with policy and employment law.
Analyze compensation and make recommendations to ensure market competitiveness and internal equity.
Provide guidance and support to management and employees on work‑related issues; facilitate dispute resolution and employee counseling.
Lead career development and succession planning programs.
Conduct research into hr programs and recommend changes or innovations for continuous improvement.
Supervise and coordinate hr staff and activities, ensuring effective operation of the quality management system and occupational health and safety management system.
Manage and process employee benefits in accordance with company policies.
Oversee training programs, ensuring timely and effective delivery and compliance with training requirements.
Monitor contract expirations, manage dormitory and cafeteria operations (where applicable), and ensure compliance with safety, hygiene, and environmental standards.
Represent the company before external organizations, including government agencies and community groups, as needed.
Prepare and analyze hr reports (e.g., turnover, absenteeism, population, department performance).
Support and promote sustainability, csr, and continuous improvement initiatives (e.g., iso‑9001, lean manufacturing, six sigma).
Maintain confidentiality and ensure compliance with all applicable regulations and company standards.
Other duties as assigned to accomplish company objectives.
Education and experience
bachelor’s degree is required, concentration in human resources management is preferred.
Minimum 4 years of progressive hr experience in a manufacturing environment, with at least 3 years at a managerial level.
Experience with labor contract and employment law.
Experience in organization development and change management preferred.
Qualifications
strong knowledge of local employment laws and regulations.
Proficiency in microsoft office applications (word, excel, powerpoint; publisher and tress system desirable).
Excellent verbal and written communication skills; bilingual (english/spanish) required.
Proven leadership and team management abilities.

the hr & payroll plant manager is responsible for leading all human resources and payroll functions at the chihuahua manufacturing facility. This role ensures legal compliance, supports organizational development, manages labor relations, and drives employee engagement and development. The position also oversees accurate and timely payroll processing in compliance with mexican labor laws and internal policies.
Key responsibilities
partner with plant leadership to support business objectives through effective hr strategies.
Lead talent acquisition efforts for the plant, ensuring the attraction and retention of qualified personnel.
Champion employee engagement, development, and performance management programs.
