Summary:Under general direction this single position class plans, organizes, directs and coordinates theactivities and personnel of the division including the operations, repair, construction andmaintenance of the District's distribution systems, delivery of treated water and related treatedwater distribution facilities and preventative maintenance programs to ensure efficientoperations of the distribution system; administratively oversees, directs, plans, schedules, andsupervises the operation and maintenance of the treated water distribution systems and meterreading, field tests and inspection of backflow devices, and the development and implementationof the District's Cross Connection Control Program; ensures regulatory and reporting complianceand water quality; performs regular assessment of the division's system(s) to make appropriaterecommendations to the Operations Manager for the development of the water distributionsystem capital improvement plans and prepares the division's budget.Successful performance will require providing an assortment of services to the District byconducting studies, managing and coordinating contracts of outside consultants and contractors,developing recommendations for policies, procedures, and action, inclusive of overseeingprojects, programs, and agreements, acting as liaison for the District with a variety of private andpublic organizations and regulatory agencies.Supervision Received and Exercised:Receives general direction from the Operations Manager.
Exercises direct supervision overassigned personnel and coordinate and oversee the activities of vendors, contractors and/orsubcontractor selected for individual projects, and general supervision may be exercised toadministrative or support staff as assigned.
May have lead responsibilities over multidisciplinaryteams for a specific task or project.Essential Job Functions (Illustrative Only): - Essential responsibilities and duties may include, butare not limited to, the following:• Supervise, plan, schedule, organize, manage, and evaluate the training and day-to-day work
review, regulation, and maintenance of all distribution systems, pumping, and facilities tomeet federal, state, and local government requirements and customer needs.
• Supervise, plan, prioritize, assign and direct the work and hours of work of subordinate

• Develop, plan, prioritize distribution maintenance activities according to standards and bestmanagement practices for emergency and non-emergency repairs and maintenance.
• Assist the Operations Manager in the establishment and implementation of operating policiesand procedures.
• Assist the Operations Manager in developing and administering the annual departmentbudget.
Communicate priorities and conflicts pertaining to technical and materialrequirements regarding activities on District facilities, equipment, and machinery.
• Provide for the safety and security of employees, and ensure compliance with District andgovernmental safety policies, procedures, and regulations; including but not limited to, theMOU with the Union, Personnel Policy, the Injury and Illness Prevention Program and othersafety programs.
• Participate regularly in meetings with the Operations Manager and other supervisors todiscuss department activities, personnel performance, work assignments, progress, andplanning.
• Plans and implements daily work schedules, ensuring that equipment and materials areavailable and as to minimize impact of water use on District facilities and customers.
• Oversees all preventative maintenance operations and plans maintenance and repairactivities to minimize impact of water use on District facilities and customers.
• Identifies and monitors the department staff's certification, education and trainingrequirements, and makes recommendations where gaps or opportunities exist.
• Answers questions and provides information to the public; investigates complaints, such asdirty water or pressure, and recommends corrective action as necessary to resolve conflicts.
• Provides technical guidance and supervision to staff on system operations and maintenance.
• Supervises the care and maintenance of vehicles, tools and equipment.
• Develop, approve and track distribution system workorders to ensure timely repair.
• Orders supplies, equipment and materials for system operations and maintenance activitiesand recommends purchase of major equipment.
• Maintains records and prepares a variety of reports and recommendations related to systemsactivities and operations.
• Ensures compliance with District and governmental policies, procedures, rules andregulations, regulatory reporting, including all safety standards.
• Evaluates existing distribution systems operations and maintenance procedures andrecommends new procedures or modifications to increase operational efficiency.
• Oversees the District's meter reading, flushing, valve exercising and cross-connection control programs.
• Coordinates the repairs and maintenance of pumps and pressure regulating equipment andensures that preventative maintenance is performed as scheduled.
• Oversees the Underground Service Alerts (USA) activities.

• Read and interpret road maps, piping and/or system diagrams, instructions, work orders,
safety and operation manuals, letters, reports, memos, and messages.
• Resolve potential employee grievances and work disputes prior to formal grievance
procedure.
• Troubleshoot leak locations and adjust, repair or remedy such defects or malfunctions.
• Make sound decisions based on experience and working with others.
• Perform relatively complex repairs, often exposed to inclement weather conditions.
• On a continuous basis, know and understand all aspects of the job.

A typical way to obtainthe knowledge, skills and abilities would be:Education/Certification/License:• High school diploma or general education degree (GED).
• Must possess a valid Class B California driver's license, have a satisfactory driving record, and
be insurable by the District to operate District vehicles.
• Must possess a valid Grade 4 Water Distribution Operator (D4) certification issued by the
State Water Resources Control Board (SWRCB)• Education as required by the SWRCB to obtain and retain a D4 certification.
• Must possess and or obtain within six (6) months of appointment, a Backflow Prevention
Tester Certification.
• Must possess or obtain within 12 months of appointment, Cross Connection Control Specialist
Certification issued by AWWA.
• Education as required to obtain and retain all required certifications.Special Testing:Drug/Alcohol Testing: This position is subject to drug and alcohol testing requirements of theOmnibus Transportation Employee Testing Act of 1991, under the administration of the FederalDepartment of Transportation.Experience:Minimum of five years of progressively responsible experience in the operations, maintenanceand construction of water distribution systems of comparable size and complexity, including twoyears of supervisory responsibility.Work Hours:The regular business hours of the District are 7:00 AM to 4:00 PM.
It is recognized that thisemployee must devote a fair amount of time outside the normal business hours of the District,and to that end may be allowed to establish an appropriate work schedule with the prior approvalof the Operations Manager.
The schedule shall be appropriate to the needs of the District anddepartment and shall allow for the assigned duties and responsibilities to be performed faithfully.
