1. Job identificationposition title: static mechanical engineerreports to: local engineering managerbusiness chain: vestolit / derivativescountry: mexicolocation: coatzacoalcosmain purposethe static mechanical engineer provides advanced mechanical engineering expertise for static equipment and piping systems to support capex, reliability, and asset integrity projects within a brownfield chlor‐alkali manufacturing facility.
the role develops engineering designs, cost estimates, and scope specifications, and supports planning and management of construction for the static-mechanical discipline of approved projects.the position serves as the site subject matter expert (sme) for pressure equipment, tanks, heat transfer equipment, piping, valves, and associated mechanical integrity requirements—ensuring safe, compliant, reliable, and cost-effective engineering solutions across the full project lifecycle.main responsibilities:technical leadership- serve as mechanical engineer sme for static equipment and piping, providing guidance on design basis, standards interpretation, mechanical integrity expectations, and engineering decisions- own technical quality and integrity of discipline deliverables including datasheets, equipment specifications, piping material classes (when applicable), design calculations/reviews, technical requisitions, and inspection/test requirements.engineering design & project definition- develop engineering designs, cost estimates, and scope specifications for static-mechanical scope (pressure vessels, tanks, heat exchangers, piping, valves, specialty items).
- support fel/feed and execution phases with:- scope definition, cost/schedule input, constructability reviews, and alignment to pmo stage-gate deliverables.
validate the scope of materials and services to ensure proper execution of projects (technical completeness, interfaces, installation requirements, qa/qc hold points, documentation, spares, special tools).
- coordinate interfaces with process engineering (design basis, process conditions), i&e (instrument connections, safeguards), electrical (heat tracing interfaces), and civil/structural (nozzle loads / supports coordination) to ensure integrated execution in brownfield conditions.standards, compliance, and mechanical integrity- ensure compliance with applicable nom and local regulations, and applicable international codes/standards and internal engineering standards.
- specify and verify compliance with recognized standards as applicable to scope, such as:- asme (pressure equipment and fabrication requirements as applicable)- ansi/asme piping requirements (as applicable)- api standards for tanks, inspection/repair expectations, and industry practices (as applicable)- iso requirements where applicable- support mechanical integrity expectations through:- material selection and corrosion/erosion awareness (including compatibility with chlor‐alkali services)- design features that reduce risk of loss of containment (drains/vents, isolation, access, maintainability)- support to inspection planning inputs (e.g., nde requirements, test plans, turnover documentation)procurement, fabrication, and quality assurance- support procurement by preparing technical specifications, datasheets, and technical clarifications; participate in technical bid evaluations and vendor alignment.
- inspect materials, spare parts, and equipment prior to installation, ensuring compliance to project specifications and applicable standards (e.g., mtr review, weld/nde documentation, coating/lining qa, pressure test documentation).
- coordinate with suppliers and fabricators to resolve technical issues, deviations, and documentation gaps early to protect schedule and quality.construction & field execution support- coordinate work with contractors and suppliers to ensure safe execution, quality workmanship, and schedule adherence.
- verify field installation and mechanical assembly comply with drawings, datasheets, technical standards, and project specifications.
- identify technical deviations during execution (field changes, clashes, tie-in conflicts, fabrication variances), evaluate impact, and propose technically sound and cost-effective solutions while maintaining compliance and integrity.
- provide on-site technical support during construction and commissioning, resolving engineering issues and field deviations.
resolve engineering issues and field deviationspre‐commissioning, commissioning, start‐up & handover- support pre‐commissioning, commissioning, and start‐up activities for static equipment and piping, including:- system walkdowns and punch listing- cleaning and flushing strategy inputs (where applicable)- pressure/leak testing verification, reinstatement readiness, and mechanical completion validation- turnover package completeness (as‐builts, qa dossiers, test records)- ensure smooth handover to operations and maintenance by confirming:- documentation completeness (as‐builts, fabrication/installation records, inspection/test records)- vendor manuals and recommended spare parts/consumables- maintenance strategies and operational readiness supportasset integrity support- evaluate existing static assets (vessels, tanks, piping circuits) for fitness-for-service considerations and project tie-in risk; identify risks and recommend mitigation strategies.
- apply lessons learned and best practices; independently research technical solutions using codes, standards, engineering references, and vendor data to solve site problems.educationminimum: bachelor's degree in static mechanical engineeringdesirable: master's degree in mechanical engineering, materials/metallurgy, reliability, or related disciplineknowledge required (to perform satisfactorily in this job what types of qualification or knowledge are required?)Technical knowledge- static equipment engineering: pressure vessels, atmospheric/low-pressure tanks, heat exchangers, filters, piping systems, valves, and specialty items- mechanical integrity drivers: corrosion/erosion mechanisms, material compatibility, linings/coatings, gasket/bolting integrity, joint integrity, leak prevention- brownfield integration practices: tie-ins, isolation/loto requirements, shutdown planning, constructability and access considerationsstandards & codes in depth knowledge- mexican requirements (nom and applicable local regulations)- international standards commonly applicable to static equipment and piping (as applicable to scope), including asme / ansi / api / iso families (pressure equipment, piping, tanks, inspection/repair good practices)tools & systems proficiency- engineering documentation: datasheets, specifications, requisitions, technical clarifications, inspection/test plans, turnover dossiers- drafting/design review tools (e.g., autocad) and microsoft officeproject & industry knowledge- capital project lifecycle and governance (pmi-oriented execution; fel/stage-gate)- brownfield project challenges and methodologies in chemical/chlor-alkali facilities- strong analytical and problem-solving skills; ability to independently source, interpret, and apply technical informationprofessional capability- effective communication across technical and non-technical audiences- multidisciplinary teamwork.

- time management, planning and schedulingexperience required- 8–12+ years of relevant experience demonstrating progression to intermediate/senior engineer level- proven experience in:- brownfield project execution in operating facilities- multi-disciplinary engineering environments- capex project delivery across multiple concurrent initiatives- direct experience with static equipment/piping lifecycle support:- specification development, design review, procurement support, inspection/qa support- installation oversight and field technical resolution (deviations, tie-ins, constructability)- commissioning/start-up support and operations handover readiness- strong interface experience with operations/maintenance, pmo/leadership, contractors, and vendors- industry experience in chemical, petrochemical, or chlor‐alkali operations strongly preferred industry experience in chemical, petrochemical, or chlor-alkali operations strongly preferred- experience operating in environments with multiple concurrent projects
