Individual consultant nap axis e1 - tangible cultural heritage (mexico) location: mexico city: mexico city contract type: individual consultant (deliverable) grade: individual consultant 3 salary scale: individual consultant scale end date of appointment: 12 months deadline: 10/11/2025 job reference: 100013446 employment type contract seniority level mid-senior level job function consulting, information technology, and sales industries international affairs project background the global green growth institute (gggi) is a treaty‑based inter‑governmental organization dedicated to supporting and promoting inclusive and sustainable economic growth in developing countries and emerging economies. Mexico is particularly vulnerable to climate change impacts due to its geographic location, topography and socioeconomic characteristics. Climate projections show annual temperature increases of up to 2°c in northern mexico with 1–1.5°c increases across most of the country. These changes are expected to reduce mexico’s gross domestic product by 0.77–1.76 % and expose 68 % of the population and 71 % of gnp to adverse impacts. Sea‑level rise estimates indicate that up to 3.8 % of mexico’s island surface could be submerged, potentially displacing 11 % of the population by 2050. Mexico’s national adaptation policy (nap) is based on the cancun adaptation framework and the paris agreement. It seeks to reduce vulnerability to climate change by building adaptive capacity and resilience, and to integrate adaptation into national, sectoral and sub‑national policies and programmes. Gggi’s role is to assist mexico in developing its nap, ensuring that the tangible cultural heritage sub‑component is adequately addressed. Objectives of the assignment this individual consultancy will provide inputs and active support to gggi and the government of mexico (under coordination by the national institute of ecology and climate change, inecc) for the development of mexico’s national adaptation policy focused on the protection of tangible cultural heritage. Deliverables and payment schedule responsibilities develop mexico’s nap on the tangible cultural heritage subcomponent of the axis e. Research, compile and analyze information from federal institutions on prevention of negative impacts on the sub‑component. Synthesize the current vulnerability and adaptation diagnosis and propose solutions. Lead the analysis of adverse effects of climate change in partnership with inecc, ministry of culture, inah, inbal, cenapred and other stakeholders. Identify short‑, medium‑ and long‑term adaptation measures for the national adaptation policy. Support the consultation process with key stakeholders and assist in designing participatory processes. Provide technical input for capacity building and training activities. Contribute to the development of the nap’s monitoring, evaluation and learning (mel) and finance tracking systems. Generate initial drafts of the nap chapter(s) related to the sub‑component. Develop communication and presentation materials for high‑level decision‑makers. Support sectoral participation to integrate adaptation options into sectoral programs. Provide ad‑hoc support for the implementation of related activities. All deliverables will be submitted in editable word format with apa references and high‑resolution images. Deliverables are due at specified milestones, and the payment schedule is as follows: deliverable 1: workplan – 1 week after contract signing – 5 % deliverable 2: biophysical and socio‑economic diagnosis – 4 weeks after signing – 5 % deliverable 3: regulatory diagnosis – 8 weeks – 5 % deliverable 4: preliminary nap inputs – 12 weeks – 10 % deliverable 5: technical recommendations & roadmap – 20 weeks – 10 % deliverable 6: awareness report – 28 weeks – 15 % deliverable 7: adaptation measures catalogue – 36 weeks – 25 % deliverable 8: final nap documents – 46 weeks – 25 % expertise required required: professional with a degree in natural sciences, social sciences, urban planning, sociology, cultural heritage management, history, geography, archaeology, anthropology, engineering, economics, or related fields. Required: master’s degree or higher in cultural heritage, climate change, sustainable development, conservation ecology, or related fields. Desired: at least 5 years in topics related to cultural heritage in mexico or latin america, with a demonstrable climate focus. Required: at least 5 years of experience in mexico or latin america on climate change adaptation. Desired: experience working on climate change and cultural heritage in mexico or latin america. Required: knowledge in climate policy, strategy or plans at national and sub‑national level. Required: at least 3 years of practical experience providing policy inputs, methodologies, tools and analysis related to climate change adaptation. Desired: proven experience in social work and community consultation. Desired: gender transformative approach to the nap. Desired: proven experience in risk and vulnerability assessments. Desired: experience in disaster risk reduction, nature‑based solutions and ecosystem‑based adaptation. Fluent in english and spanish (written and verbal, minimum b2 level). Strong communication skills and ability to produce deliverables with minimal supervision. Administrative information cover letter and cv required. Applications must be submitted in english.
